On the 27th of March, 1994, the Dehong Prefecture Local Call Net was formed in the prefecture and actualized the sequential control of telephone switching; in June of the same year, the optical fiber cables made in France were introduced and two optical fiber cable lines were laid and erected within the prefecture; one line was by the way of Luxi---Wanding ---Ruili---Zhangfeng---Longchuan; the other line was by the way of Luxi----Yingjiang---Lianghe. A length of 274.83 kilometres cables was erected, which formed the digital transmission net and realized the digitization for transmission. On the 30th of September, 1998, China Post and Telecommunication divided their business. In August of 1999, the Mobile Communication Branch of Dehong Prefecture separated from Dehong Post and Telecommunication and its main business was to run the business of “GoTone” (135, 136, 137, 138, 139), the voice service, IP telephone, short message, mobile dream net, GPRS, “color ring” and other mobile data services. In September of 2000, the Dehong Branch of China Unicom was established and was to run the business of GSM, CDMA, the long distance telephone call(193), the data communication( including 165 business on internet, IP telephone, 17910, 17911 business and value adding services of telecommunication and other syntheses services of telecommunication.
By the end of 2005, the switching network of Dehong Prefecture Telecommunication was further rebuilt and optimized, which realized the unifying management for nets; the optical fiber cable network of transport had been put up for the long distance communication with the routes going from the prefecture to counties and the counties to townships; the local network transmission realized the transmission of SDH digital synchronization; the optical fiber cables had been connected to the townships of the three counties and two cities in the prefecture. For the data multimedia, the systematic grouping exchange, DDN, frame relay, ATM, 163 and 169 communication network had been set up; the PSDN, Digital Data Network, integrated services digital network, internet, ATM wideband network and other advanced business nets had been established; the local network for mobile call that based upon the third generational technology of CDMA mobile communication had been linked up to use; the gross capacity for telecommunication switchboards reached 170,000 telephones and the capacity for equipment of the accessing network reached 60,000 telephones; the total length of local optical fiber cables were more than 1200 kilometres；the total length of long distance optical fiber cable were more than 500 kilometers . The telephone subscribers of local network made a breakthrough of 150,000 households (the fixed telephone subscribers made a breakthrough of 120,000 households) and the subscribers of Xiaolingtong telephone reached 70,000, the users of wideband network were 19,000 households, for which the business income all year around accomplished was 135,150,000 Yuan.
In 2005, Dehong Post fulfilled its business income 27,010,000 Yuan. In the prefecture, there were 69 post offices (stations) and 29 postal routes with a length of 1074 kilometres; there were post roads of 3911 kilometres in the countryside; 20 electronic post offices or stations had been set up; there were 28 network spots for "Green Card". Up till the end of 2005, Dehong Prefecture Mobile Communication Branch had 3,850,000 wires for its gross capacity of G net and 480,000 wires for HLR gross capacity; the signal coverage rate was above 95 % in the administrative villages and the places along trunk highways in the prefecture, and above 80% in natural villages, and there were 32,650,000 users in the net, which fulfilled the business income of 2 00,000,000 Yuan all year around. In 2005, the Dehong Branch of China Unicom had a total number of 106 base stations for G net and 145 base stations for C net; its network capacity was 180,000 users and the network signals had covered all the villages and towns in the prefecture; 5,651,470,000 Yuan was fulfilled for its major business income all year around, which made a profit of 881,340,000 Yuan and the income profit margin was 15.6 %. The post and telecommunication services in Dehong Prefecture started at the end of Qing Dynasty, in the first month of the lunar year of the 22nd year (Guangxi Emperor’s Rein Time), a telegraph office was set up in Mangyun (in present Yingjiang county), which was the earliest post and telecommunication station in Dehong Prefecture. In the early years of the foundation of P.R.C., the conditions for the post and telecommunication in Dehong Prefecture lagged behind. In 1953, there was only 40 telephone users of local call in the prefecture and 2 pole routes of long distance call; the telegram service was run only in Mangshi Station and Wanding Station. Up till the year of 1978, in the prefecture, there had been only 1000 telephone commutators of local call, 701 users of local telephone and 73 toll telephone lines. The local telephone exchangers were manual magneto exchangers and the telephones were hand crank types; part of the toll pole lines were still the old military pole lines ever used in the time of Anti-Japan War. After Reforming and Opening up to the Outside World, the post and telecommunication service in Dehong Prefecture developed prosperously. Up till 1991, the modern communication centers had been set up which linked up the nationwide, provincial and international communication networks; the series of servering for stamp collecting, money savings, EMS, telephoto, proprieties telegram，invitation card telegram and posthaste telephone had been operated one after another; the general business amount of post and telecommunication had reached 93,910,000 Yuan; the post and telecommunication business income was 1,321,490,000 Yuan and the general amount of post and telecommunication was 4,490,000 Yuan. There were 66 post and telecommunication bureaus and stations with 241 countryside postal routes and countryside post roads, which was as long as 5293 kilometres; the mail delivering coverage reached 100 % in the villages and towns; the coverage for the mail delivering personally in administrative villages reached 91.7 %; in order to changed the backward status of communication foundation in Dehong Prefecture, in the same year, the prefectural committee of C.P.C. and the prefectural government worked out the modern communication strategic objective of "High Starting Point, High Level, Attaining the Highest Standards in a Single Step and Covering the Whole Prefecture Area With Only One Network", in which the telephone transmission was conducted by digitized equipment and the telephone exchange by sequential control equipment. On the 22nd of December, 9000 wires of the sequential control exchange equipment made in Canada was first introduced and later was successively put through in Luxi, Wanding and Ruili; whereafter, for the second phase of the project, the 32650-wire sequential control exchange equipment was put through in Longchuan, Yingjiang and Lianghe.
