A sound beginning and some initial achievements have been obtained since the initiation of Ruili Pilot Zone last year.
Policies, planning and systems improve continuously. “The Implementation Scheme of Ruili Pilot Zone” has been approved by China State Council. Besides, overall planning with respect to land uses, urban and rural development, protection of forest lands, logistics development, port establishment, building of investment platform, utilization of hilly lands and so on have also been made.
Infrastructure projects started one after another. The renovation of Longling-Ruili Motorway, Mangshi-Ruili Avenue, and 320 National Highway has started; the preparation work of Ruili-Longchuan Motorway has been underway; the building of Tengchong-Longchuan and Mangshi-Lianghe second-class road has been finished; more than 200 million RMB has been raised for the preliminary preparation and land expropriation compensation for Dali-Ruili Railway; and Dehong part of China-Myanmar gas pipeline has started at a full scale. Meanwhile, four new air routes including Mangshi-Beijing, Mangshi-Kunming-Beijing, Mangshi-Kunming-Shanghai, and Chengdu-Mangshi have been opened. Moreover, series of huge projects, including Ruili International Service Area for Commerce and Trade and Mangshi International Logistics Zone, have been initiated, which will bring vitality to the establishment of pilot zone.
Fruitful results have been got in inviting and attracting investment. Large enterprises from both home and abroad have been settled in Dehong one after another. Since last year, 195 investment agreements, with its total funds achieving 18.214 billion RMB, have been signed. Biological industry, electrical industry, mining industry, tourism & culture industry, gems industry, import-export processing industry and so on develop flourishingly.
Development of foreign trade shows a gratifying sign. In 2011, the total volume of imports and exports in Ruili Port and Wanding Port achieved 1.746 billion US dollars, a 33.8% increase compared with the same period of the previous year. Particularly, Ruili Port became the first one in Yunnan to realize its total trade volume breaking 10 billion RMB, entry-exit passengers breaking 10 million, and entry-exit vehicles breaking 2 million. Statistics from customs shows that from January to September of 2012, the total volume of imports and exports in Dehong achieved 1.08613 billion US dollars, a 23.44% increase compared with the same period of last year.
